To get access to MAE you need to be associated with a project in MAE (Exceptions exist).

If you are a VA employee trying to get your project in to MAE, you will need to submit a 'Request for VA to Build App' from http://mobilehealth.va.gov/initiation.
If you are a contractor with funds/resources to build an app, you will need to submit a 'Request to Build App with Contract Dollars' from http://mobilehealth.va.gov/initiation
All these requests will go through the 'Governance board' and will be prioritized and approved depending on the type of request. To find the status of your request refer here.
